Last Wednesday, I joined your Dallas City Council in voting to approve a $2.7 Billion budget for the City of Dallas fiscal year 2009-2010. Your feedback through town hall meetings, phone calls, and emails empowered me to advocate for issues important to you, our District 3 neighborhoods, and our City of Dallas more effectively.

A summary of the approved budget is detailed below:

Property Tax
No Property Tax Rate increase.
Hiring Freeze
Consistent with these economic times and to protect the long term financial integrity of the City, the Council approved the City Manager's plan to freeze hiring and salaries for all City employees (Police, Fire, and Civilian) as well as implement 5 furlough days for the next budget year.
Implementation of One Day Dallas
This is a program where the City provides one day a week garbage and recycling pick-up on the same day for you and your neighborhood. The Kiestwood neighborhood within Oak Cliff has been participating for the last year successfully. I am pleased that we are rolling this One Day Dallas out to all of our neighborhoods effective March 2010.
Reduced Sanitation Rate
Reduced Sanitation Rate of $0.64 per household per month to provide weekly garbage and recycling pick-up.
Water & Sewage
Slightly Higher Water & Sewer Rate........overall increase by 4.2% based on your usage.
Code Compliance
We continue to be committed to an effective, efficient, Code Compliance program to protect you and your neighborhood. The Council maintained staffing and funding for Code Compliance.
Neighborhood Police
Continued the investment in neighborhood police officers beat patrols by funding 191 new Dallas Police Officers for the next year.
Bond Program
After serious discussion and debate, the City Council directed the City Manager to plan for the next installment and implementation of the 2006 Bond Program in March 2010. This will result in continued investment in infrastructure for District 3 and our City of Dallas.
Library
Library hours, staffing, and materials were reduced based on limited city resources. The Council restored a portion of the library materials budget based on citizen priorities.
Recreation Center
Responding to your feedback, I was successful in obtaining the City Council's approval to restore most of the proposed cuts in Recreation Center hours and programs for Kiest, Park in the Woods, and Nash/Davis. We still anticipate slight reductions, but no where near what was originally planned.
Cedar Ridge Preserve
We restored proposed cuts in programs and staffing for the Cedar Ridge Preserve, located in Mountain Creek by reallocating District 3 & Mayor Tom Leppert's office funds.
