Please allow me to share some updates from across our District 3.
I appreciate your feedback.

"The proposed budget maintains Police, Fire, and Code Compliance services."
2010-2011 Proposed City of Dallas Budget Feedback
We have now completed four Budget Town Hall Meetings for our District 3. Over 500 residents attended and were given the opportunity to review the proposed City Manager's budget and suggest changes. The overwhelming response from citizens in these Town Hall meetings has been to "restore funding to our Branch Libraries, Recreation Centers, and Street Repairs in order to maintain current levels."

I have and will continue to advocate that the City's responsibility is to provide cost effective essential City services with a safety net. The question remains as to how we fund these city services that impact our essential quality of life:

A modest property tax increase?
Reallocation of funding within the proposed budget from other services?
- or -
Accept reduced Branch library staffing, reduced Recreation center hours and staffing and reduced street repairs?

Over the next 30 days, I hope to continue to receive citizen feedback. Please email me with your opinions at david.neumann@dallascityhall.com

Jake Brake Ordinance Passed
After significant neighborhood feedback, I recommended and the City Council approved, an ordinance prohibiting the use of Jake Brakes within the City limits of Dallas. Jake Brakes (or air compression brakes) are used by 18-wheeler trucks as a braking mechanism but create a loud sound when engaged. This initiative was proposed to protect the quality of life of surrounding neighborhoods adjacent to interstate highways.

Recycling Initiative
The One-Day Dallas program that you embraced in March of this year went city-wide and is successful. This environmentally friendly initiative is also saving you $.09 a month on your sanitation bill. Please call 311 if you have not yet obtained your Big Blue Roll Cart. To sign-up online please visit HERE.

Bishop/Davis Rezoning
After two years and over forty community meetings, a citizen led steering committee recommended zoning changes for the Bishop-Davis area. Councilwoman Delia Jasso and I recommended the City Council approve changes to the Bishop/Davis area that will effectively jump-start the redevelopment of this important corridor within Oak Cliff. Our goal is to leverage the success of Bishop Arts to spark redevelopment along all of Davis without unduly compromising the quality neighborhoods that surround this corridor. We intend to maintain the traditional character and diversity of Oak Cliff. Stay tuned.

Dallas Bike Plan
The 2011 Dallas Bike Plan is now under review. This summer, the City of Dallas hosted an Open House where citizens were allowed the opportunity to provide feedback on how to improve and encourage bicycling within the City of Dallas and to its neighbors within North Texas. The next public meeting for this initiative is scheduled for September 23, 2010. For more details please visit www.dallasbikeplan.org.

Aldi Grocery Store
Economic Development along the Fort Worth Avenue Corridor continues. A 16,000 square-foot Aldi grocery store is now under construction at the corner of Fort Worth Avenue and Jacqueline Drive. The Grand Opening will be scheduled for the end of 2010 and you will be invited to celebrate.

Trinity River Corridor Project
The Second Annual Trinity River Corridor Project Photo Contest has begun. Professional, amateur and youth participants can enter images in the following categories: Wildlife, Forest/Prairie, River Ponds, and Architecture/Structures. For more information about rules and prizes, please visit www.trinityrivercorridor.org.
