An Update and Invitation for your participation
in two housing community meetings within Oak Cliff

Proposed DHA Cliff Manor Project:
Permanent Supportive Housing for Homeless

There are two important announcements about this project:

We have secured a HOLD
on the proposal to move 100 units for homeless into
the Cliff Manor on Fort Worth Avenue by
Dallas Housing Authority and
Metro Dallas Homeless Alliance.

In order to maximize community understanding, participation, and feedback, I have asked for the Mayor, Dallas Housing Authority (DHA), and Metro Dallas Homeless Alliance (MDHA) to participate and provide information to the surrounding neighbors as well as business and property owners along Fort Worth Avenue.

Town Hall Meeting Called
Monday, June 21st
6:30 - 8:00 pm
Methodist Hospital, Hitt Auditorium

Participants:
Mayor Tom Leppert
Councilman Dave Neumann
DHA President MaryAnn Russ
MDHA President Mike Faenza

A little history......
Two weeks ago I read via the Dallas Morning News of DHA's plans to create 100 units to be used by homeless residents from The Bridge in an effort to create Permanent Supportive Housing.

I shared with you my serious concerns of Dallas Housing Authority(DHA) and Metro Dallas Homeless Alliances'(MDHA) unilateral decision to experiment with this in the middle of 12 single-family neighborhoods without any community involvement.

We that live in Oak Cliff celebrate its diversity.

We carry 24% of the City of Dallas' Low Income Housing. There is no other place in Dallas that currently houses this concentration of supportive housing. One entity or neighborhood can not stand alone - we need to engage each other in these issues in order to find the best fit for the surrounding community.

Since we were made aware of this proposal I have held two meetings with the 12 neighborhood presidents directly affected by this proposal to activate their involvement.

* Stevens Park Village * El Tivoli * Stevens Park Estates * Wedglea Manor
* Wedglea Place * Wedglea Creek Garden Homes * Wedglea Creek Condos
* West Kessler * Highlands of Kessler Park * Kessler Neighbors United
* East Kessler * Kings Highway *

After repeatedly asking DHA and MDHA to put this project on HOLD - I was able to visit with the Mayor who has confirmed that he has received commitment for a HOLD on this project.

From these meetings and further discussion with neighborhoods we have agreed on some unanimous goals:
  • HOLD on the project
  • Engage in meetings with MDHA and DHA to understand their proposal in detail without a looming threat of project beginning
  • Raise awareness with Decision Makers (Mayor, City Council, DHA, MDHA) of neighborhood concerns of destabilizing single family neighborhoods
  • Conduct a Community Town Hall for Oak Cliff to inform residents and allow feedback

  • Wynnewood Seniors Housing

The Parks at Wynnewood is a project to redevelop an existing low-income senior housing adjacent to Wynnewood Village Shopping Center, Wynnewood North, Elmwood, and Beckleywood neighborhoods. This project has created concern for its potential negative impact due to the 40 year requirement of low-income housing. I am working with the developer, neighborhood leaders, and Wynnewood Village Shopping Center to create safeguards to protect the single family neighborhoods and long-term viability of this key area of economic development.

There will be a public meeting to further discuss this project:

    Monday, June 14th
    6:00pm
    Kiest Recreation Center

Through all of these projects, I am engaging neighborhood leaders and surrounding neighbors to be informed about the issues, to provide feedback, and to think about the long term positive redevelopment in Oak Cliff.
